Rule 7
Other procedures for obtaining a recognized Nepali citizenship certificate:

(1) In the case of children born to a Nepali citizen woman married to a foreign citizen, an application should be submitted to the Chief District Officer in the format as per Schedule-7 along with the following documents -
(a) Copy of mother's certificate of Nepalese citizenship,
(b) Recommendation of the concerned local body to open the case of born and permanent resident in Nepal (c) On the basis of his father's citizenship, he has not acquired the citizenship of a foreign country.
(2) If any foreign citizen who fulfills the conditions and conditions mentioned in sub-section (4) of Section 5 of the Act, if he wants to obtain the citizenship of Nepal, he must submit an application in the format as per Schedule-7 to the concerned chief district officer with the recommendation of the local body related to the residence where he has settled.
(3) After receiving the application according to sub-rule (1) or (2), the Chief District Officer, if deemed necessary, will discuss the necessary matters with the head of the municipality or the chairman of the village development committee, and if the applicant fulfills the conditions and conditions mentioned in subsection (4) of section 5 of the Act, with his opinion. The application should be sent to the Ministry.
(4) After investigating the application received according to sub-rule (3), the Ministry can provide a certificate of recognized Nepali citizenship in the format as per Schedule-8.
(5) According to sub-section (5) of Section 5 of the Act, among the children of a person who has obtained recognized Nepali citizenship, if the child born before obtaining that citizenship wants to obtain recognized Nepali citizenship, he can apply to the concerned Chief District Officer as per Schedule-7. Along with the application, the parentage certificate, a copy of the father's or mother's citizenship certificate and the recommendation made by the local body of the person residing in Nepal should be attached.
(6) Upon investigation of the application received under sub-rule (5), if the applicant is found eligible to receive a certificate of recognized Nepalese citizenship,A certificate of recognized Nepali citizenship can be issued. (7) According to sub-section (5) of section 3 of the Act, if it is determined that the father of a person who has obtained Nepali citizenship on the basis of descent is a foreigner and he has not acquired foreign citizenship on the basis of his father's name, the citizenship obtained on the basis of descent Attach the following documents within thirty-five days after the father is declared to be a foreigner to convert to recognized Nepali citizenship Schedule-8A. An application should be submitted to the concerned Chief District Officer in the following format:-
(a) Copy of mother's certificate of Nepalese citizenship,
(B) As a descendant. A copy of the certificate of citizenship obtained,
(c) Disclosure of his residence in Nepal; The recommendation made by the local level,
(d) Document showing that the father is a foreigner,
(e) Schedule-8B that foreign citizenship is not taken from father's name. Self-declaration made before the chief district officer or the officer designated by him in the following format.
(8) After investigating the application received according to sub-rule (7), the certificate of citizenship obtained by the applicant as a descendant will be taken and a certificate of recognized Nepali citizenship will be issued to him.
(9) When granting recognized Nepali citizenship in accordance with sub-rule (8), the certificate of citizenship and its records must also disclose the date of obtaining Nepali citizenship on the basis of descent and the citizenship number and the process of conversion to recognized Nepali citizenship.
